Also what is the cheapest mini ITX mobo i can get that will still last me a long time and has good features?

 

I wouldn't upgrade on socket LGA1150.  Stick with the stock cooler now and when you do want to upgrade, buy socket 1151 or the next LGA socket.

spend money on a decent air cooler not liquid...

can you suggest me one that isnt too big?

well 212 evo is small but spend more and get a much better performing cpu cooler like a dark rock pro 3

well the 212 covers almost the whole mobo in a mini itx build so i prefer something smaller...

k how about one of those noctua low profile cpu coolers
