GTX 660 usage spike?

I used to play GTAV on my PC, then had to rebuild it into a new case. Now, GTAV can't play at all, even at the lowest settings unless I go to 800 x 600 resolution. I used to be able to play it at high settings.

 

I tried to overclock it with Afterburner, and it didn't change the performance at all, but in the logs it showed the GPU usage spiking, (i think) I'm almost kinda sure that the bar with the spikes is the GPU usage, THis is starting to piss me off because I can't play anything anymore.

 

wHaT sHoUlD i Do???????

Maybe increase the fan speed? And add a bit of overclock?

Athlon X2 for only 27.31$   Best part lists at different price points   Windows 1.01 running natively on an Eee PC
