CPU-Z "stuck frequency" problem

I've looked around for a similar problem, can't find it. I've OC'd my 3570k in Offset so that it will run nice and cool with little energy while idling. I know that the frequency is dropping down to 1.6Ghz while I'm not doing anything, but CPU-Z disagrees. Help? I'm on CPU-Z 1.63 64bit and I have tried different versions :L I'm tired of using the Intel Turbo Monitor even though its adorable :P Should I just not care or keep trying to fix this?
