For example, why isn't the fx-8350 better than the i5-6600?

IPC, as while a chip may be faster than the other in clockspeed, IPC differences mean that the highest clockspeed chip isn't always the fastest.

if using all 8 cores a 8350 outperforms a 6500, just an FYI
