I've decided on getting a GTX 960, but i don't know which model. I was thinking either a EVGA SuperSC or a EVGA SC, both the 4GB versions. Is the 63 MHz worth the extra $20, or can I just overclock any differences out? Obviously the SSC has a better cooler, but is that worth much? The rest of my build is a intel 6600K, hyper tx3 CPU cooler, 1TB HDD, 500w PSU, and 1 8GB DDR4.

Get an r9 380 instead

The cheapest GTX 960 you can find with an aftermarket cooler.

R9 380 is 15% faster

Moderately. I've got a $250 budget for my graphics card. The rest of the build I'm using currently, I just wanted some input on the graphics card i should get. It shouldn't be overkill, but enough to enjoy playing most games at 60FPS

R9 380 costs the same but has more raw performance (beats the 960 in most modern games).

You could go for the 380X too for a little more performance, but it isn't all that faster (if you've got more money to spend, why not?)

 

Sapphire is the best AMD card manufacturer (mostly for the great coolers), followed by MSI.

If you are more on a budget go with XFX or PowerColor.

You can overclock that 63MHz yourself. Not worth the extra $20. EVGA is a great brand and a fine choice.
