So long as your drives are up to the task and the sender and receiver are SMB 3.0 compatible you should get the best speeds yes. Just be aware that you wont get Full Gbit if you are transferring lots of small files... thats hard drives for you though :(.

I am going to be building a Windows machine that will have 5 storage devices (1xSSD, 4xHDD) it will function as a general use computer and as a NAS. Do you have any suggestions for what software can run Within Windows and use the 4xHDD as storage for the NAS? And possibly use a partition of the SSD for cache?

 

EDIT: I will be running a raid 10 on the 4 drives.

Yep, it's called Windows.

Just setup SMB shares. The machine will have to be on to access the data but it will work just like a NAS.

Worth noting that if you intend to be utilizing the full 1Gbit of your LAN you will need to use SMB v3.0 (Included with anything Windows 8/Windows Server 2012 onward).

A handy tip as well is to mount your shares as a mapped drive for your other computers for easy access.
