My 7950 is running at 99% usage on idle.

Is there any programs that will do what task manager does to see what is using the GPU? 

 

I think it could be a bitcoin farmer, I ran Malwarebytes' Anti-Malware quick scan and ran combo fix. It seemed to fix it on reboot but It's just come back.

Run a complete/full scan with an anti virus program rather than a quick scan.  Make sure you aren't running any extensive programs in the background, check in task manager.

I had this problem my self a few weeks ago. For me it was a  Bitcoin malware that uses my GPU to Bitcoin at idle. Try scanning your PC with something like Malwarebytes Anti-Malware in safemode. It worked for me.

Yes, use ProcessExplorer to check which process is utilizing your GPU. 

 

Open ProcessExplorer and then press Ctrl+I to open System Information Window. Then switch to GPU tab.
