Tight budget for this, budget was honestly $500 but a little over is fine but how is this for just some basic overclocking and gaming? Yes I know theres is no GPU included or case but that's because we already have a case and graphics card. My biggest worry is the cooler, can I at least get a 4.0GHz OC with this cooler though and this board? Thank you for any help.

The first question is what do you consider acceptable for temps? That cooler should allow you to get to that, assuming the chip is up to it, but I cant guarantee low temps.

Highest acceptable temp I would say would be maybe like 75C at full load.

Any particular air cooler around the same price maybe $10 more that would allow that possibly?

4.0GHz is easy with that setup.
