CPU fan very loud under load

The CPU fan becomes extremely loud when the CPU usage goes above 90%. When playing Battlefield 4 (online), the usage stays at around 25-30% and the temperature is around 60C but the fan remains fairly quiet. But when I'm rendering some heavy outputs in softwares such as 3ds Max, the usage goes up to 95-100% and the temperature remains around 65-70C with the fan becoming extremely loud to a point where I'm scared it might just die! 

 

Shouldn't the CPU fan speed be related to the temperature instead of the usage? I have checked the BIOS and there are some CPU fan settings but I have no idea what a pwm slope is or what the values mean. 

Also, is it safe for the CPU fan to run so loudly during heavy usage, or will that cause damage to the fan?

Will buying a new cooler such as the Hyper TX3 Evo help my PC run more silently? I currently cannot buy an expensive cooler.

its loud because its keeping the temp at 60-75 at full load.

 

if you want quiet you have to buy another cooler like maybe the evo, but im not sure about the fan on that one being really quiet, but it will be more silent than the stock one at the very least

Will running at such high speeds damage the fan or do they have a mechanism where the fan won't spin more than the pre-determined safety limit?

All fans have a maximum RPM. It's not like it will keep increasing to infinity and eventually break apart from the stress.
