Open a .docx file from a button in a Windows Form Application (C#)

isn't there an "open" thing in cmd?

The problem is that .docx is a proprietary format and needs word or a compatible word processor to be read. What you'd need is a command that opens word and tells it to open a specific document. If you want to read it within your application, you'll need code that translates the .docx format in something visual, otherwise to the program it's useless binary gibberish

I just want it to open it up, not in the program, and it windows form not CMD

Process.Start with the filename will open the file with the application that has been associated with the file type, this is agnostic of the application. Otherwise your other option is automation and this is specific for Microsoft Word as you will be relying upon it's COM interface. Both methods require the application to be installed on the target machine as a prerequisite.
