Do you think the XFX 450W can handle the i3/GTX950? I picked that since I knew the brand had reliable PSUs but I can up the wattage a little bit and get a 500W from Corsair or Thermaltake

Yes, even a good 350W PSU can handle that system. The XFX you are talking about is better than Corsair and Thermalfake at that price range.

The palit one has two fans, and probably better fans.

The MSI doesn't feature the regular gaming series features, seems like a very low end fan design.

Would go for MSI due to 1 fan, however I have both an MSI R9 390 and a Palit GT610 and they are both superbly designed graphics cards!
