We have external access points that can push out an SSID (network) for miles, this issue is that your end device (phone/laptop) cant push the signal back to the access point over such a distance due to regulations on antenna size/power. You wont ever be able to achieve this.

Again the issue is not the router pushing out its SSID the issue is your end device being able to reply back with its limited antenna power. It wont ever happen with todays tech no matter how powerful your router is, the signal cannot get back and so create a connection.

You're gonna have to attach a large antenna and (maybe) an amplifier to either device's wi-fi card, but make sure it's set to a band that no-one's using - interference doesn't make the FCC happy.

The FCC cannot do anything to you for overpowering others signals on an unlicensed band, as long as you fall within the law on output power. Check the regulatory labels on all of your WiFi devices, they comply with part 15 which means they must accept interference.

Amplifying the signal or specifically jamming it, however, will get you into a lot of trouble.
