Budget PC that can run fallout 4 + recent games decently?

Looking at a computer for a friend. Budget is ~$1,000. He's looking to be able to play Fallout 4 at reasonable settings with reasonable FPS. He also needs a monitor with the system. 

 

I think it should be doable, but I'm not sure where to start when looking at what is adequate as I usually go for a bit of overkill with my systems.

There's this great thing called pcpartpicker.

Find a $150 monitor that has good reviews and get that. Then get any I5 with a 390 and you're good.

PCPartPicker not only makes it easier for OP, but for other readers to assess what you have suggested. It also shows current pricing from several retailers and any potential compatibility errors.

This should serve your friend well. The rig would easily be able to handle 1440p, but the budget didn't really allow for a monitor of that resolution, hence the 1080p display. Due to the lower resolution, you can at least bump up the AA and eye candy to make up for it. 

It's a little over budget, so if his absolute maximum is $1000, I can try to adjust for that. But, that's the kind of rig I would suggest he builds.

Speaking of compatibility errors:

 

  • The Phanteks Enthoo Pro M ATX Mid Tower Case supports video cards up to 420mm long, but video cards over 300mm may block drive bays. Since the PowerColor Radeon R9 390 8GB PCS+ Video Card is 305mm long, some drive bays may not be usable.

  • The Phanteks Enthoo Pro M ATX Mid Tower Case supports video cards up to 420mm long, but video cards over 300mm may block drive bays. Since the PowerColor Radeon R9 390 8GB PCS+ Video Card is 305mm long, some drive bays may not be usable.

 

It's more of a guideline. If OP was actually interested in this case, he should read/watch a review of it to see what other drive mounting options there are. If it were me, I'd just take the drive bays out to accommodate better airflow, much like I have in my MasterCase.

Really? When you're spending that much on a build, an unlocked processor should really be considered. You see many people running Sandy and Ivy Bridge K-series processors to this day, something that cannot be said (to the same degree) for the ones with locked multipliers. Being able to bump up the clock speed goes a long to increasing the longevity of your system.

Really? When you're spending that much on a build, an unlocked processor should really be considered. You see many people running Sandy and Ivy Bridge K-series processors to this day, something that cannot be said (to the same degree) for the ones with locked multipliers. SSDs are easy upgrades and OS on HDD isn't slow at all. Also, does friend know how to overclock? And even though you can't overclock, you get a great GPU (980~) and a processor that won't bottleneck it.

Probably not, but it takes 15 minutes to find out. Upgrading to an SSD requires a fresh install of Windows, so 'easy upgrade' is subjective.

And yes, the 4460 won't bottleneck it. However, the 4690K CAN be overclocked when the extra performance is required, negating the need to swap out your platform when you install the next shiny new graphics card.

I'm sorry, how did I contradict myself? Negate means to nullify or make ineffective. In this context, if someone went with a 4690K, they could overclock their CPU rather than swapping out their CPU and motherboard when the performance of their chip is not enough.

Yes, you could clone to an SSD, I've done it multiple times. However, cloning JUST the OS and not any other stuff (I like to keep my games on my HDD) cannot be done easily, and so would require a fresh install of Windows. So again, 'easy upgrade' is subjective.

That is true, but in a few years time, it could mean the difference between smooth gameplay and a stuttery mess.

EDIT: ... Kill me. But still, a locked CPU is cheaper and if the end user gets a shitty chip then an overclock wouldn't go too far. Also, by the time the user does need a CPU upgrade the CPU itself would probably have to have been running at stock speeds due to degradation depending on the voltage (Q6600 users in quite a few places).
