Prebuilt Suggestions

So I have a friend who is looking to get a simple "gaming" pc for 400 dollars. He refuses however to build it or let me build it, and he wants it prebuilt. He only wants to run like csgo and garrys mod, but says he wants it to "feel" like a gaming pc. Any suggestions?

a PS4 will be the best bet

If he does do a custom build here

On a $400 budget just get a console.
