You're not going to get more than a 20% OC typically on a GPU.  SLI is obviously closer to 90% gain.

I have a gtx 970.

 

Should I buy another 970 and SLI, or OC the hell out of it to match the SLI perfromace?

 

Your GTX 970 is a Strix.

 

Good luck doing that, or even overclocking it at all.

I got it OCd to 1427mhz on the core and the memory to 8210mhz...

On air...

I got a 16% performance increase!

No offense, but 1427mhz is abysmal for a 970.

1550mhz is average for MSI and Gigabyte 970's

 

My 970 is 1590mhz Core 8000mhz Mem

Oc on sli is close to 100 percent performance increase of the one card at stock
