What air cooler or water cooler. (One of each would be nice) Would fit in this and cool a 4790K max.

A thin 120mm cooler like the H70 or H75 would fit in that case be it a little tight for space but give decently good cooling still.

Would that still allow airflow for an open air ~300W GPU?

I have never seen this case IRL, and the pictures online are very vague.

Linus did an overkill build in one of theses and it was tight but was able to fit it in. The side panel has a pretty open space for the GPU so it would be ok, ideally a blower card work much better in SFF builds.

I saw, but I know the titan X does not release much heat into the case. And there is not a ton of B-roll of the inside.

Well in general open air coolers don't fair well in SFF builds since they heat up the interior a fair bit, the SG 13 does have a good placement of mesh right in front of the GPU however so it won't starve of fresh air.
