Ok, I want to convert my 30gb of FLAC on my PC to MP3 to put on my phone.

 

What would be the best way to do this?
VLC seems to not be able to do it efficeiently, And I cant just go all the folders

I personally use TAudioConverter to turn my FLAC collection to MP3 when i put it on my tablet to listen to on the go.

I would also recommend using MP3Tag to add album art, sort tags etc out for your music collection - it'll take a while if you have a hefty collection, but when it's done, it's done.

What bit rate MP3 should I do?

I personally choose VBR (variable bit rate). Click the "Codec Options" button at the bottom right, and select VBR, then up the algorithm quality to 9.

256 VBR would be a good, space efficient way to do it. For maximum possible quality, go for 320 CBR. Make sure that whatever software you're using is employing the latest LAME encoder.

I did variable bit rate, is that good?

V0 probably, CBR isn't great.  I personally avoid using MP3 on mobile devices, just cause every device under the sun these days supports AAC which is great even at 128kbps.
