This is what I would do...
 

  • E3 Xeon, because it has hyperthreading and comes in at a low price
  • 16GB of RAM are enough
  • H97
  • BitFenix Fury PSU, because it has those amazing cables
  • AMD R9 380 from XFX, because it is a beast of a card at its price point.

Which power supplies would you recommend?

Almost everything apart from Corsair CX and EVGA B1 and SuperNova Nex PSUs.

Especially be Quiet, Seasonic, SuperFlower, XFX PSUs are great. But also EVGA B2 for example. There are tons of options.
