Done that, same result

Uninstall and then reinstall. And make sure the file location is set to the correct folder.

if for some reason verifying the integrity of the game cache doesnt work, you'll have to uninstall and reinstall.  i'd also go through the steam files and manually remove everything borderlands related after uninstalling, just to be sure.

no i havent but i will.

correct me if I'm wrong but I believe if you've got another drive or maybe even the space you should be able to move all the game files and then "delete local content" on steam and then put the files back where you want them and reinstall and it should only download a percentage of the entire game file.  I've done something like this several times but I'm not 100% certain and it might still take a while to download at 1mbps

edit; and it may not work since verifying the cache didn't work

should probably try reinstalling your gpu drivers. seems like a lot of people fix it that way
