Saints Row 4 broke... Everything

Basically I opened saints row IV and now it broke everything.

 

 

It's not an open process

Steam thinks its running

I can't delete it because it's in use by a the process called System which I cant end (obviously)

It happens even after I restart my PC

 

 

This is really frustrating so any advice would be great.

Boot up in safemode, delete the game, restart. Probably solves it.
