What should I upgrade!?

I would like to upgrade my system by the end of the year but I am on a pretty small budget.  Also, I am getting quite a bit of lag on my games as of late.  I play mostly Minecraft with well over 100 mods and high-resolution textures.  I also play a variety of free-to-play Steam games and a Nintendo DS emulator every so often.  Here are my specs:

 

Motherboard:   ASUS H81M-E

CPU:   Intel Core i7 4790 3.6GHz Quad-core

RAM:   12GB (8+4) dual channel DDR3-1600MHz

GPU:   ASUS Radeon R7 240 2GB

HDD:   Toshiba 7200RPM 1TB (partitioned into a 300GB for my OS and a 700GB for my games, videos, etc.)

OS:   Windows 10 Home 64-bit

 

Benchmarks show that my HDD is the weak link in this system (pre-built btw, but I am experienced with custom builds) but I get great world load times and around 15 second startups.  My FPS will drop to 45 sometimes but it usually stays at around 55 which is suprisingly noticable on a 1080p/60Hz monitor.  In Minecraft, with all of these mods running, the frame rate drops are really annoying so could somebody please help me decide what to upgrade to make the biggest difference in FPS?  I know it's probably the GPU (I've been meaning to get a GeForce for a while anyway) but I would like some advice to see if am right or not.  Thanks in advance. -GingerVikingDude

Your cpu is outstanding, your gpu is garbage. The hard drive isn't a weak link, it's all the gpu. You'll also need a new power supply when you get a new gpu, no way a prebuilt that comes with an R7 240 has a psu powerful enough to run a real gpu.

Tank you all for the replies and I already have a new GPU picked out that is compatible.  The PSU shouldn't be too expensive and I was thinking about getting a Seagate SSHD (hybrid drive) to put my games on and maybe a 256GB m.2 PCIe SSD from Samsung for my OS.  This community is great!
