Which GPU performs better and What is the power consumption

there only 3 option:

Asus 2GB R9 380 STRIX OC PCI-E VGA Card

Sapphire 2GB R9 380 DUAL-X OC

Gigabyte R9 380 WINDFORCE OC

the shop im going doesnt have a stock of MSI, EVGA, XFX, PowerColor, Zotac, Gainward

but there another shop that only have MSI:

MSI R9 380 Gaming 4G Graphics Card

and there out of stock but i can request

No, it goes from a 450W PSU to a 300W PSU

When i install the GPU the boot and windows loading screen went from 800x600 is there a way to put it back to 1920x1080?

and why does my GPU's fan spinning so fast when there no post

I was getting a lot  of no post because of the GPU is not sitting straight on the case it was on a angle so i removed the screw push up the GPU and put back the screws and it POST :)
