Star Wars Battlefront Overloading CPU

I am very new to the PC gaming world, and I mainly built my first PC in order to play Star Wars Battlefront.  The issue that I'm having is that whenever I start the game up, view a loading screen, or watch a cutscene, my CPU usage skyrockets to 100%, and the game becomes almost unplayable.  I have the graphics settings to high, but no matter what setting is on, it goes to 100%.  I have also made sure that vsync was on.  If I pause the game, and wait approximately 5 minutes, the usage nosedives to around 50%, and the game runs smoothly.  I used MSI Afterburner to achieve these numbers.  I am curious if this is some sort of fault on the game's end, or if my CPU just isn't good enough to run this game period.  I already planned to purchase an Intel Processor as I got more money to spend on this build, but I thought it would be another year at the least, considering I finished this build in September.  I have also provided my other proposed changes below.  I'd appreciate any help, and thanks in advance.

 

PC Specs:

CPU- AMD FX8350 (w/Cooler Seidon 120m water cooler)

GPU- MSI Radeon R9 280

MB- MSI Gaming 970

RAM- 16Gb G.Skill DDR3

Power Supply-EVGA-120-0650-XR 80

Storage: 1Tb Hard Drive, 128Gb SSD

 

Proposed changes:

CPU- Intel Core i5-4690k Devil's Canyon

GPU- MSI Radeon R9 390

MB-MSI Gaming Z97

thats very strange because i can run it just fine on my current pc with a 6300 and a 280x... dead part maybe?

and im also runing a stock cooler on the cpu

If there is a dead part, what would I need to look for?  I've never really opened it up while it was running due to the strange nature of my room setup, but I could find a way I suppose.

well if you have never opened it first id take the pc outside and give it a good clean and also is the cpu overclocked

it also might not be a dead part it could be as simple as an outdated driver

I haven't overclocked anything as of yet.  How often would I need to clean it?

I've kept all of the graphics card drivers up to date, and I've used MSI Live Update to take care of the rest.

well i try to clean mine every 2 months but it really depends on how dirty your room is

It's actually pretty clean lol, I assume you just use compressed air (air in a can) to clean it?

run the game and keep a very close eye on the cpu temps the only other thing i can really think of is your pump isnt working properly

I should have mentioned the temps, they are actually shockingly low.  According to Open Hardware Monitor, right now my CPU is at 7.6* C

thats really really low for AMD

Even when I check through BIOS upon start up, it's usually around 15* C

your cpu might not be runing right or your psu might not be delivering enough power

15*c it lower than a custom loop so something defiantly isnt right

How would I know if the power supply wasn't providing sufficient power?

maybe try put a higher wattage psu in it if you can and see if its better

its just a bit strange that i could run the game on high with resolution scaling at 60 fps with a lower powered cpu

Multiple people are reporting stutter at the beginning of matches on AMD cards. Putting the 2 reports together I am going to guess the stutter is caused by high cpu usage on the loading of resources. It is thus just another AMD driver bug.

but i dont have the same problem and im running a lower end amd cpu
