So.... Is 91.1 degrees Celsius a okay temp for a 3570K CPU

You can but even if you have the fans plugged into the PSU or another fan header it shouldn't be getting this high. I would try to re-seat the CPU block.

Its always gotten this hot the CPU block has been removed a few times and new thermal paste applyed each time. i cant get the CPU over 44x so im thinking i just got a bad CPU

you don't know your voltage? That's probably what's causing your temps to be so high.

Your voltage is probably set to auto. I would suggest you to manually adjust the voltage in order to get better temps. I don't do overclocking so I do not know what the optimum voltage is for this overclock. In order to check if your voltage is enough to keep the overclock stable, I would run Prime95 on Blend for at least 12 hours and try to keep the temp under 80C when P95 is running. Did you overclock this using software? If yes, what is the software that you used?

Did you run any benchmarks or stress tests before overclocking? They usually tell which is good safe temperature with your cooling. Long periods with over 85C can cause damage to cpu chip, so I suggest lowering or removing clokcs and trying again with smaller steps.
