How do i see what is my monitor refresh rate without any manual or anything?

It's probably 60hz. To properly check go to control panel- appearance and personalisation- adjust screen resolution- advanced settings- navigate to monitor tab and it will be listed there

No as long as your monitor is designed to run at 60hz

Nope, a monitor that runs at 59 hetrz is designed to run at 60 natively. You can even overclock most monitors to run at 75, but I don't recommend going above 60. 60 is safe
