Unless you do some ridiculous overvolting, you don't have to worry about it reducing your card's lifetime.

thx! and what about the brands?

The difference between the dual fan coolers is pretty minimal, get the one that you think looks best or is cheaper. Maybe one offers a better warranty or support.

some ppl just 1100/1400 with out touching voltage, whats the voltage exactly does ?

Increases OC stability so you don't get any crashes orr artifacts. But it makes the card run much more hotter.

Both cards are fantastic overclockers, the HIS IceQ X² 7950 being the best, followed closely by both the MSI & the Sapphire.
You can expect 1100Mhz+.
The MSI is slightly louder tan the sapphire due to the older Twinfrozr II design, although generally speaking they're both very quiet.

Well in the future if would happen anyways ..................if you didnt clean your card of dust, heat gets trapped, causing artifacts and crash's.

Its more "trial and error" and over time you'll understand it more and more.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

So if dont increase the voltage i can expect crashes and artifacts in the future?

It all depends on how good overclocker is your card you know. Some get much higher and stabile OC than an other card of the same model. So you just have to try, maybe you won the lottery and don't have to add voltage, maybe just slightly, or you have to add more but do it carefully with monitoring the tempature all the time, or you will get crashes anyway because it shut down to prevent damage, or if you overvolt it too much it will just die.
