server 2012 r2 keyboard mouse not workinf

Hey I am a student, I have to install and set up with a hotswap 2012 r2 hdd, and on Any other pc apart from one 1 the keyboard and mouse doesn't work, i can get in with a ps2 mouse but the driver can't be installed, code 28, if I try to update it says installation is forbidden by system policy. All components are identical,

Are you in the admin account?

Generic ones, like basic dell ones, should be plug in play, in device manager, they keyboard and mouse come up under other with a yellow triangle, can't install driver, but they work on pc it was set up on
