Help Choosing New Monitor / Upgrade Monitor vs Upgrade GPU

Id like to say GPU, but I would go with a monitor probably. Your GPU is still decent, and triple monitors is something I couldn't go back from.

My current build:

CPU: i5 4590 @ 3.3GHz

Mobo: Gigabyte GA-Z97X-SLI

RAM: 8GB x 1 HyperX Fury DDR3-1866

GPU: XFX R9 280X Black Edition Double Dissipation 3GB DDR5

PSU: Cooler Master Silent Pro Gold 800W 80+ Gold Certified

Monitor: Sceptre X22HG 1680x1050 22" 2ms 60Hz LCD Monitor


 

I got my monitor a while ago from my dad after he bought a new 24" 1920x1200 monitor (he loves 16:10), and I finally want to get my own. I want it to be 1920x1080, 144Hz, and 1ms. I've narrowed it down to two monitors, and one has AMD Freesync but I'm unfamiliar with the brand, and the other is ASUS (trusted brand), but it doesn't have Freesync (will I even use FS?)

At the same time, I've had my eyes on a new GPU: the R9 390. Which 390 I get depends mostly on the price and sales, but I'm leaning towards a Powercolor PCS+ 8GB R9 390 because of the three fans. I'm having frustrating artifacting issues, and while I am yet to sort out the cause, I know R9 that 280Xs are old cards by a new name. I also know that different card resellers tend to OC their products to give them the edge over competing brands' cards, causing instability and sometimes artifacting. 

 

While the reasoning behind my choices to upgrade is not important, I only have so much money to buy a monitor, or buy a GPU. My questions are:

 

1) Should I either upgrade my GPU or my monitor?

2) (If monitor) Why should I choose/not choose one monitor over the other?

3) (If GPU) Is getting an R9 390 worth it from an R9 280X, or would its potential by wasted on my current monitor?

Based upon thorough research and consultation from here, tomshardware, and pcpartpicker, I am going to go with the monitor and try and save up for the GPU after.
