Ello,

 

I know this is an old game but I just bought it on Steam and installed HD texture pack. Also did that DX9 fix but the game would crash randomly if I have OSD on with Afterburner and my GPU would be running idle. Anyone know a solution to my issues?

Hello,

 

According to the PCGamingWiki for Fallout 3 it's recommended to have any overlay/OSD off as it can crash the game. So unfortunately you might have to disable it while playing.

 

However, Fallout 3 can be very picky in general. So you can try the other fixes/suggestion on the PCGamingWiki page like the Unofficial Patch, FOSE(which also disables GFWL), and making the game LargeAdressAware with a mod or you can do it manually. Hell, Fallout 3 doesn't even like quad core CPU's or higher, it was designed with single and dual core CPU's in mind, so it can literally crash just because it has too many CPU cores addressed to it. Here's a fix for that as well.

But it's probably just because of the OSD from Afterburner/Riva...
