Im geussing its a blown capsitor but i dont know it smells like a strong melted plastic smell or something like that please help

Caps do stink quite a bit when they burn, it's similar to burning trash like bottles and such

Its a 700 watt thermaltake TR2

Umm yea.  That PSU is worse than a CX.  It has a reputation for burning out.  I would stop using it immediately.  Did it take any other components down with it?

Thermaltake TR2 700 Watt

 

I had that smell.  How strong is it?  My PC has been running smoothly for almost 3 years now.  XFX Pro750.

no it did not take any other components out

You're very lucky.  I would order another psu immedeatly.  Buy something from Seasonic.  All of their PSU's are great.
