Really depends on the game.

In Arma 3, DayZ, FSX, many MMOs, and other single core heavy games, it will bottleneck.

In something like Witcher 3, there won't be much of a bottleneck at all.

I'm not sure how it would do with CPU encoding. However, there's always AMD GVR which can record at 1080p 60fps with barely any FPS loss. In my experience it's pretty good.
