As long as he isn't overclocking he is fine. It's 100W extra. That's plenty of space. I personally don't cut it that close, but it should be fine. He can spend an extra 10 dollars for a 650W I believe. Otherwise, It's not a huge deal.

550W is fine .w. Also, Gigabyte's 390s are voltage hard locked and have broken bios's iirc.
