It could be a ton of factors. Your ISP could be doing some sort of work or could be having latency issues getting to you, Your wireless card/ wired connection to the router/modem could be acting up in various ways. CS:GO could be acting up in ways that it cannot find servers online or just people cannot connect due to your ping. As sampa said run a speed test, and see where you are.

Its not my side. trust me. I have been noticing other weird things I'll just wait and see try some other Ethernet cables etc.
