It will, but you would have to be a wiring genius to make that happen.  If you cut it you basically just killed the designed flow of electricity through the wiring, so you'd have to create a new route for it to flow on its own/give it something to charge the flow too.  It can't just magically do it on its own.

Some LEDs are cuttable and some are not. The ones that are cuttable will have scissor marks on them next to some gold marks, you cut in the gold marks and solder new wires to the gold contacts. If you cut a strip that is not cuttable you it will break the strip.
