Weird GPU noise?

so sometimes when I play GTA my game lags constantly to the point were its unplayable I can hear this weird noise coming from my graphics card which seems to be in direct correlation with the lag. Basically when the game doesnt lag the gpu is making a pretty noticeable noise and it when it lags it stops. Because the lag is constant the noise is constantly stuttering on and off which doesnt happen when browsing the web

 

Could someone share some light on this and maybe provide a solution?

coil whine can happen at a certain fps in a game

it seems like when your fps drops to a certain point your GPU coil whines

 

basically dont let your fps drop to that point
