How do I make a bootable USB drive?

I need to know how to make a bootable USB drive for windows 8.1 64bit. I have no idea how to do this or what type of windows 8.1 to buy to put on my USB drive.

DOWNLOAD THE 8.1 ISO file...then burn it to a usb stick with RUFUS
