Depends.

It should run just fine most of the time. I had no problems with it.

It's really hit or miss, for instance I could not get it to run on windows 7 despite knowing most of the tricks to fix it. But many people have it work fine.

Using these two fixes has let me play Fallout on Win10 without any issues, have used them on both my desktop and laptop, they also worked when i had Win7 too.

I had nothing but issues with Fallout 3 and Windows 7 (tried on 3 different Win 7 PCs), Windows 10, however, has been great.

I played a good dozen hours a couple weeks ago and don't remember a single crash where as before with Windows 7 I was quick saving every couple minutes as it could crash at any second.

It works on my laptop that's Windows 10 (660m/quad-core), but currently doesn't work on my Windows 10 desktop (980/hexacore). It used to work on my desktop with Windows 8.1, so I don't really know what happened there. It will need some tweaking in order to get it to work, so be prepared.

It could work fine, I don't think anyone's ever figured out why it works when it does and doesn't when it doesn't. Just some strange things.

If it doesn't work, you could always refund on Steam.

Most of the time it works without issues for me on W8.1, but I have had problems in the past when having a lot of mods.

Fallout 3 is very 50/50 with how it's going to work on PC. I've had some bizarre scenarios in the past where Fallout 3 will not work on my system, but after reinstalling my OS(Windows 7), it works without any problems.

For #4, a comment on the mod says;

OK finally solved. So for everyone with steam version of GOTY and w7.
Best way is to "install" it manually and then delete menus folder in data and it should work with no problem.

 
In the past 1, 2, and 4 with some ini tweaks and DLL's downloaded fixed Fallout 3 for me. I'd try each of these individually to see what works for you, but you might have to do multiple fixes for it to work.

Nowadays since I have both Fallout 3 GOTY and Fallout New Vegas Ultimate Edition on Steam, I install Tale of Two Wastelands which simply makes Fallout 3 run in the New Vegas engine and also allows you to travel between the Capital Wasteland and the Mojave Desert. Also since Fallout 3 is being run in the New Vegas engine means that I can use New Vegas mods. So whenever I have issues with crashing I also install;
