What is a VPN connection?

If i understand it is is encrypting the data and then transfers it to a VPN server, and then it gets decrypted and sent further.

Usually it goes:

Me > ISP > Site (unecrypted)
Me > OpenVPN client (data gets encrypted) > ISP > VPN Server (data gets decrypted) > Site

Is this true?
