AMD Athlon x4 651 @3ghz with gtx 660ti bottleneck?

I found an i3 4170, dual core 3.7 ghz would it be enough to not have a bottleneck with gtx 960/970?

That would be a good combination for gaming.

That's my current setup and I was thinking of an upgrade, was curious if I actually have some bottleneck.

I read your title as 6513Ghz, whoops. Your Athlon II X4 651 Is a little dated though, so if you upgrade your GPU you might want to upgrade your CPU as well, or attempt a pretty hefty overclock. If you get something like a GTX 750 ti and you overclock to 3.6-40GHz, the bottleneck wont be that noticable(its small, I've ran this setup before to verify). Really just depends on how much you are willing to do.

if yo go that route, do an r9 380 or 390.

better choices for the $$$ and nvidia is fucking up everywhere

As far as I know AMD's gpu's take A LOT of power and i don't want to spend my money on a better psu, really tight budget.

R9 380 is just as efficient as a 960 while being 15% more powerful across the board.

Your choice - what PSU do you have btw? You said you didn't want to upgrade it - I just want to point out that even though a 970 uses 80W less than a 390, it still uses a decent bit of power and a crappy PSU might end up causing issues.
