I live in a basement suite that has very poor cellular reception. It's very difficult to make and receive calls. Calls frequently drop, etc

 

Is there any sort of device out there that can improve my cellular reception in the basement?

What carrier do you have? Some carriers have range extenders or "micro cells" that you can put in your house for better reception. Here is AT&T's, theirs uses your homes internet connection for data and texts:

has anyone figured out how to use wifi calling with rogers wireless devices like the google nexus 5?

 

i called rogers and they weren't very helpful

Well, it appears that Rogers doesn't have WiFi calling for non business customers. I came across this thread Which I'll summarize by saying its a bunch of confusion and no direct answers. It also looks like it only supports iOS devices from looking at this site: http://www.rogers.com/business/on/en/smallbusiness/shop/wireless/wifi/

i looked at some of the cellular signal boosters and they are very expensive

They are, and the worst part is that they dont always work (various reasons), so if you do get one make sure it has a good return policy, just in case.
