ISP Throttling!

I have had some weird internet problems in the past couple months that I have never had before. The usual restart modem and router every so often was just the normal but now it has gotten worse. First our internet just stops working I have connection but nothing loads. I restart modem and router and pages load but VERY slow. I run a speed test and my ping is always 300ms-600ms. After a while with no one on the internet it goes back to our usual 42ms ping and 10.27 down and 0.75 up. I started downloading BF4 last night and in the morning the internet was plain not working. I restarted router and modem waited and I could barely connect to websites. The download had resumed so I paused it and turned my PC off and everything else connected to the internet except one PC. I checked the network usage to make sure I wasn't downloading or uploading and everything was at 0%. I ran a speed test and still my ping was 563ms. I waited even longer and still was slow. I left for school and when I came back everything was good except I was still getting a 120ms ping 3X more then usual. When I had this problem earlier my ISP sent us a new modem and we got a new router so it isn't one of those. The router is the Apple Extreme so I don't see how one download on Ethernet can cause lasting ping issues. 

 

TLDR: Whenever I download large items my internet ping shoots up and stays high after download is stopped. Restarting router and modem don't help and both are new and up to date. 

 

I don't really know what to say it is really annoying and when my dad uploads lots of pictures the upload speed goes from .75 to .23 and slowly to .19Mb/s. I am pretty sure they are throttling us. I didn't think ISPs could since Net Neutrality but who knows.

Just keeping this here as a Honestly, I'd just call your ISP and tell them the problem that you're having.  (Depending on what ISP you have).   I have Xfinity and I have actually had this problem before.  I (My dad, Im 13) Called them and they reset our connection to their servers instead of our connection to our converter
