You crashed and it went into safe mode. Restart your computer with the overclock disabled and it will work again.

If that fails you will need to uninstall and reinstall drivers.

I had a similar problem on my GTX 760... the card would frequently get stuck at idle clock speed when playing Smite or GTA V so I ended up playing at like 20-30 FPS :/

 

Eventually it just went away, none of the immediate solutions I tried fixed it. Reinstalling the drivers didn't fix it for me, goofing around with the settings didn't change anything... not sure why it stopped happening.
