I understand that there is such a thing as NAS, which uses the network. 

Is there a way to connect, say 2 PCs, to one standalone storage harddive using ie external SATA, USB 3.0, thunderbolt, at the same time 24/7?

Put it on one PC, connect the two PC over ethernet and share the drive.

But the PC with the drive allways have to be running to access the HDD.
