Can someone write a small executable file that in green matrix style shows random numbers for a few seconds then says "Accessing account info"   "Uploading client info to our server" then "Termination client info" and finally opens up a url?

Just make a Batch file and code it with messages.

No.. A real virus would damage the system..

No, a virus doesn't have to do that. If a program installs itself without the user's consent, it is considered a virus. It doesn't have to be harmful.
