No it actually doesn't... Assuming he overclocks (which if he doesn't I have a lot of proposed changes). Don't even dare to bring up the utter disgrace that was the LTT comparison.

 

The 5820k build is better across the board. I think there are some wierd choices there, but of the two the 5820k build will definitely give the better experience.

5820K simply because the 6700K isn't much different than the 4790K.

5930k is more expensive by a few hundred dollars but you're more likely to get 4.0 GHz

 

Edit: and judging on your budget it would be a lot smarter than either a 6700k or 5820k

Id say 5820k build however I would recomend a monitor like the Benq ew2440l. It has thinner bezels. There are some asus ones too
