There would be a bottle neck with the FX and 980 Ti

The thing is you dont need Skylake AT ALL. Get a older platform like Z79 and a  i5 4460. Little to no bottleneck with that. If you cant get a 980 Ti with thre remaining money get a 390/390X.

so go intel and keep my r9 280 x is the best option

Well no, not exactly. dont get skylake. Waste of money. As people (and me) have already said get a older gen intel cpu like a i5 4460

Then get a nicer GPU like a 980 Ti (if possible) or a 390/390X

wouldnt i be going back instead of forward with an older cpu

No. Skylake is the latest but that doesnt mean much. It isnt much of a leap forward, it aint anything radically diffrent in terms of performance/gaming.

Anyway multiple gens go alongside in the timeline. Skylake isnt better than 2011 on X99 for instance. (or a successor)

in terms of cpu, yes the 4690k will beat it due to the crappy 8350 bottlenecking a 980ti.

4690k and 980ti will be 100x better.

Probaley not. Even with the bottleneck it would still be better I think but...

Here is what you do. Sell your 8350 + motherboard and 280x. Then get a older gen but still fine i5 4460 and accompanying motherboard. Then see what you have left for GPU. 980 Ti or a backup would be a AMD 390 or 390X. Both are great GPU's.

I would just upgrade the CPU, get an SSD then save for a 980 Ti. 280x to 390 isn't that much of a performance gain.

Just remember: Random people on the internet ALWAYS know more than professionals, when someone's lying, AND can predict the future.

i7 9700K (5.2Ghz @1.2V); MSI Z390 Gaming Edge AC; Corsair Vengeance RGB Pro 16GB 3200 CAS 16; H100i RGB Platinum; Samsung 970 Evo 1TB; Samsung 850 Evo 500GB; WD Black 3 TB; Phanteks 350x; Corsair RM19750w.

Laptop: Dell XPS 15 4K 9750H GTX 1650 16GB Ram 256GB SSD

Spoiler

sex hahaha
