I'm using €(60 is my limit or maybe max 70)

I'm cooling 4690k 1.15V

Where are you shopping/located? Are you pushing for higher clocks?

Well I'm from Slovenia and there I can get almost every cooler.

I'm not pushing it higher than 1.15v because I can achieve stable 4.6 GHz

How about this 1?

ENERMAX Liqmax II 120

There should be quieter and/or cheaper options available.
