Do i need a UPS?

I live in an area of harsh winters and loads of storms over the summer. My power goes out every once in a while and i just want to keep the life of my hardware stable.

Well, of course. If the power does go out even once in a while, that's still damaging your components. So I would go out and buy one. 

 

EDIT: I recommend APC.

A UPS for that would be a good choice especially if you want to prevent data loss or corruption and protect the hardware. I usually recommend something from APC if you have them available.

I have one for my PC, one for my server, another for my networking equipment and one for my TV and consoles. Battery features are nice. Once if was playing 360 and was able to properly save my game and shut down after the power sent out. Keep in mind that the batteries degrade and do need to be replaced periodically.

You should get a FedEx their air deliveries are very reliable and they deliver to cold places

It is very advisable, at the very least you should have a line conditioner.

A water-cooled mid-tier gaming PC.

Where I live we have on average 6-8 outages a year with some lasting a day or more and a UPS has been a great investment.  Not only for the protection but one of mine has the capacity to power my cable modem and router for a good 6-8 hours plus charge a few mobile devices.

most ppl just unplug their PC when there is a risk of the power going out or surges do to the weather and what not... but a good UPS is never a bad investment...
