Hm. Specs are on the low side, but that is an older game. 

 

It sounds kinda goofy but have to tried a full uninstall and re-install? 

 

Is it isntalled via disk? or how did you get the game?

That safe mode things just resets to defaults, so just click no.

 

/Google where COD4 profiles are kept, delete them, restart game, make new one.
