Thing is, I can build a computer that can easily drive 4K and kill the consoles for not a whole lot. Give me an idea of how much you would be willing to spend, because I guarantee you you're not gonna like the base computer I can put together.

well at the time i had no budget xD so i just made a random expensive part list. (now that i realize it, it doesnt even have a psu)

ill make on that may fit in the budget you just posted

Is there anything specific that you want, such as it has to be a small case or you dont care about the case size, does it have to be windowed or not, does it have to be black/red/green/orange, etc, and does it have to include os and peripherals?

Until you throw down a number, no idea can be given since a large amount of variance can come into play when you dont give a figure, you could be given a $200 video card or $2000 dollars in video cards. No budget is pointless. 

Frankly I dont even spec out builts for people until they have the money in their bank account ready to go since I just end up having to spec out a build over and over again for them from when they get the idea to when they actually get the money since things have changed in that time span.

a controller would be nice

A tad bit over $1000, bare pc itself in a htpc case (idk much about the case itself though, so if anyone can correct me on stuff that may not fit, tell me please, but im pretty sure everything fits.)

The mobo has built in wifi :)\

1x8gb ram also because it doesnt effect performance that much, and if you want to get 16 gb just easily buy another 8gb stick and put it right in there.

you need a z170 mobo in order to take advantage of the unlocked cpu, otherwise it is a waste to pay for the unlocked premium

and you might need a higher wattage psu.
